✝️ PERSECUTION AFFECTING CHURCHES, PRAYER MEETINGS AND PUBLIC WORSHIP IN INDIA
Religious Freedom and Constitutional Protection
The Constitution of India provides important protections for freedom of religion. Articles 25 to 28 establish a constitutional framework concerning freedom of conscience, the profession, practice and propagation of religion, management of religious affairs, and religious instruction in educational institutions, subject to the limitations and conditions contained in the Constitution and applicable law.
Article 25 provides that, subject to public order, morality and health and to the other provisions of Part III of the Constitution, all persons are equally entitled to freedom of conscience and the right freely to profess, practise and propagate religion.
Therefore, peaceful Christian activities such as worship, prayer, fellowship, Bible study, religious observances and other lawful religious activities are important aspects of Christian religious life. At the same time, gatherings in public places may also be subject to lawful and religion-neutral requirements relating to public order, traffic, safety, use of public property, permissions and other applicable regulations.
When a peaceful religious gathering is disrupted, threatened or prevented unlawfully because of the religious identity or activities of the participants, the incident may raise important questions concerning constitutional rights and applicable law.
1. CHURCH AND WORSHIP-RELATED CHALLENGES
Churches, prayer groups and Christian communities may face different forms of pressure or interference, including:
- Disruption of worship services
- Threats or intimidation directed at pastors, priests, church leaders or worshippers
- Interference with peaceful prayer meetings
- Harassment of Christians attending religious gatherings
- Opposition to lawful Christian meetings
- Damage to churches, prayer halls or other religious property
- Threats concerning the continuation of worship services
- Pressure on landlords or property owners because premises are being used for Christian gatherings
- Obstruction of lawful community and charitable activities
- Disputes concerning construction, land, registration, permissions or use of premises
- Online harassment or threats connected with Christian worship or religious activities
The facts and legal circumstances differ from case to case. Every incident should therefore be verified, documented and assessed individually, rather than relying on unverified allegations.
2. PRAYER MEETINGS AND FELLOWSHIP
Prayer meetings, Bible studies, fasting prayers, fellowship meetings and other religious gatherings can be important expressions of Christian faith.
Where such meetings are conducted peacefully and lawfully, participants should be able to exercise their religious rights without threats, violence or unlawful intimidation.
If an incident occurs, church leaders and participants should:
- Remain calm and avoid confrontation.
- Move participants away from immediate danger.
- Contact the police or appropriate emergency services where necessary.
- Record the date, time and location of the incident.
- Preserve photographs, videos, messages and other relevant evidence where it is safe and lawful to do so.
- Obtain medical assistance for anyone injured.
- Identify witnesses and preserve their contact details with their consent.
- Obtain appropriate legal advice.
- Submit written complaints to the appropriate authorities where a cognizable offence or other legal violation is alleged.
- Maintain copies of complaints, acknowledgements and other official records.
3. WORSHIP IN PUBLIC PLACES
Christian prayer or worship may sometimes take place outside conventional church buildings. Public-place gatherings can involve additional legal and administrative considerations.
Freedom of religion does not automatically mean that every public place can be used without regulation. Authorities may impose lawful, content-neutral requirements concerning public order, traffic, safety, noise, access, crowd management and the use of public property.
However, such regulation should be distinguished from unlawful violence, intimidation or discrimination based on religious identity.
Churches and organisers should therefore:
- Verify whether permission, notice or other compliance is required.
- Follow applicable local rules.
- Maintain appropriate crowd and safety arrangements.
- Avoid obstructing roads, entrances or emergency access.
- Respect neighbouring communities and public facilities.
- Cooperate with lawful directions from competent authorities.
- Keep documentary evidence of permissions or communications where applicable.
4. THREATS AGAINST PASTORS AND WORSHIPPERS
Pastors, priests, evangelists, church workers and ordinary worshippers may sometimes become targets of threats or harassment.
Threats should not be dismissed simply because they occur in connection with a religious disagreement.
Where there is an immediate threat to life or safety, the priority should be:
SAFETY → EMERGENCY ASSISTANCE → POLICE → MEDICAL CARE → LEGAL SUPPORT → DOCUMENTATION
Church leadership should avoid encouraging retaliation or confrontation. Instead, the community should use lawful mechanisms for protection and accountability.
5. DAMAGE TO CHURCHES OR RELIGIOUS PROPERTY
Damage to a church, prayer hall, religious articles, vehicles, equipment or other property should be documented carefully.
Where appropriate, documentation may include:
- Photographs and videos of the damage
- Date and approximate time
- Description of the property affected
- Witness statements
- CCTV footage
- Repair estimates
- Ownership or tenancy documents
- Previous complaints or threats, if relevant
- Police complaint and acknowledgement
- Medical records where injuries occurred
Evidence should be preserved in its original form whenever possible and should not be altered or fabricated.
6. LEGAL AND INSTITUTIONAL RESPONSE
A Christian community facing an alleged unlawful attack or obstruction may consider appropriate legal and institutional remedies depending on the facts.
Possible channels can include:
- Local police
- Senior police authorities
- District administration
- Revenue or municipal authorities where relevant
- Appropriate statutory commissions
- Courts and other legally available remedies
- Qualified advocates and legal-aid institutions
The appropriate legal route depends on the facts, location, evidence and applicable law. Complaints should clearly distinguish between verified facts, witness accounts and allegations that remain to be investigated.
7. THE IMPORTANCE OF THE CHURCH
A church is more than a physical building.
It is a community in which Christians:
- Worship God
- Pray together
- Study the Bible
- Teach children and young people
- Provide fellowship and pastoral care
- Support families
- Assist people facing hardship
- Conduct charitable and community-service activities
When a peaceful Christian community is subjected to threats, violence or unlawful interference, the consequences can extend beyond the immediate incident and affect families, children, church leaders and the wider community.
8. RESPONSIBLE RESPONSE BY CHURCH LEADERS
Church leaders have an important role in preventing escalation.
Leaders should encourage members to:
- Remain peaceful.
- Avoid physical confrontation.
- Avoid inflammatory or retaliatory statements.
- Cooperate with lawful authorities.
- Preserve evidence.
- Report threats promptly.
- Seek qualified legal assistance when required.
- Protect children, elderly persons and vulnerable worshippers.
- Avoid spreading unverified information on social media.
Peaceful conduct does not mean surrendering lawful rights. Communities can protect their rights through constitutional, legal and democratic mechanisms.
9. SUPPORTING CHURCHES UNDER PRESSURE
PRSCN seeks to encourage Christian communities to support congregations experiencing difficulties through:
- Prayer and fellowship

- Legal guidance through qualified professionals
- Medical assistance where necessary

- Peaceful awareness and lawful advocacy
