PCF Bottom Introduction:
FINAL NATIONAL WARNING AND CONSTITUTIONAL COMPLIANCE STATEMENT

To All Christian Churches, Denominations, Institutions, Christian NGOs, Fellowships, Societies, Trusts, Professionals and Members of the Christian Community Across India

The Persecuted Christian Forum (PCF), Regd. Society No. 646/2026, hereby places before the Christian community its National Action Plan 2026–2028 for the protection, welfare, development, constitutional awareness, religious freedom, social justice and institutional strengthening of Christian communities across India.

PCF makes it clear that participation in PCF is voluntary. Every Church, Diocese, Denomination, Fellowship, Society, Trust, Christian institution, NGO and individual remains free to accept, reject, modify or independently consider any part of the PCF Action Plan, subject to the Constitution of India and applicable law.

PCF does not seek to interfere with the independent doctrine, worship, ecclesiastical authority, administration, property, finances or internal governance of any legally constituted Christian organization.

HOWEVER, CONSTITUTIONAL RIGHTS AND THE RULE OF LAW CANNOT BE ABANDONED

PCF respectfully calls upon all Christian organizations and individuals to cooperate, wherever possible, in matters concerning:

– protection of human dignity;
– freedom of conscience and peaceful religious practice;
– lawful protection of Christian institutions and property;
– prevention of violence and intimidation;
– education and employment;
– healthcare and humanitarian service;
– protection of women, children and vulnerable persons;
– social justice and equality;
– constitutional awareness;
– lawful democratic participation; and
– transparent and accountable institutional governance.

Disagreement with PCF shall never, by itself, be treated as wrongdoing.

Likewise, PCF shall not retaliate against, threaten, harass, defame or unlawfully target any person or institution because of disagreement, non-participation or criticism.

LAWFUL ACTION WHERE THERE IS A GENUINE VIOLATION

Where PCF receives credible information concerning an actual violation of law, unlawful obstruction, violence, intimidation, discrimination, property-related wrongdoing, administrative inaction or infringement of legally protected rights, PCF may, after appropriate verification and legal assessment, pursue available remedies through competent constitutional and democratic institutions.

Depending upon the circumstances and applicable law, such remedies may include:

1. filing a complaint before the appropriate police authority;
2. submitting a factual representation to the competent Government authority;
3. approaching the appropriate statutory commission or regulatory authority;
4. obtaining advice and assistance from qualified advocates;
5. initiating or supporting legally maintainable proceedings before the appropriate court or tribunal;
6. approaching the appropriate High Court where jurisdiction and maintainability exist;
7. approaching the Supreme Court of India where legally appropriate and maintainable; and
8. pursuing other remedies available under the Constitution and applicable legislation.

No legal proceeding shall be initiated merely because a Church, Denomination, NGO or individual refuses to join PCF or disagrees with the PCF Action Plan.

Any proposed action shall be subject to:

FACTS → VERIFICATION → EVIDENCE → LEGAL REVIEW → COMPETENT AUTHORITY → DUE PROCESS → FOLLOW-UP → RESOLUTION

NO VIGILANTISM — NO THREATS — NO COERCION

PCF categorically rejects:

– violence;
– intimidation;
– threats;
– vigilantism;
– coercive collection of information;
– unauthorized investigations;
– unlawful entry or searches;
– seizure of property;
– harassment;
– doxxing;
– defamatory campaigns;
– false complaints;
– fabricated evidence;
– misuse of police or governmental machinery; and
– retaliation against persons exercising their lawful freedom of opinion.

PCF volunteers and representatives shall have no police, judicial, enforcement or coercive authority.

No PCF member shall represent a personal dispute as a PCF institutional position without proper authorization.

RESPONSIBILITY OF THE CHRISTIAN COMMUNITY

PCF calls upon all Christian leaders and institutions to place the common welfare of the community above unnecessary institutional rivalry.

Those who support the Action Plan are invited to participate constructively.

Those who require clarification are invited to engage in dialogue.

Those who disagree are entitled to express their disagreement peacefully and lawfully.

Those who choose not to participate remain free to operate independently, provided that they comply with applicable law.

At the same time, where any person or institution is reasonably believed to have committed an actual legal violation affecting the rights, safety, property or legitimate interests of members of the Christian community, PCF reserves the right to pursue all lawful remedies available to it and to affected persons.

Such action shall be taken only on the basis of facts, evidence, proper authorization and appropriate professional legal advice.

OUR COMMITMENT

PCF will not respond to disagreement with confrontation.

PCF will respond to genuine grievances through:

LAW INSTEAD OF CONFRONTATION
EVIDENCE INSTEAD OF RUMOUR
DIALOGUE INSTEAD OF HOSTILITY
DUE PROCESS INSTEAD OF VIGILANTISM
CONSTITUTIONAL REMEDIES INSTEAD OF RETALIATION
SERVICE INSTEAD OF DIVISION

The objective of PCF is not to create division within the Christian community, but to establish a responsible national platform through which legitimate common concerns can be addressed peacefully, professionally and constitutionally.

FINAL NATIONAL MESSAGE

All Christian institutions and members of the Christian community are therefore invited to examine the PCF National Action Plan 2026–2028 objectively and participate wherever its programmes serve legitimate constitutional, humanitarian and community-development purposes.

No Christian institution is required to surrender its identity or independence.

No Christian organization will be punished merely for refusing to participate.

But no legitimate legal right of any person or institution should be abandoned merely because it is difficult to pursue.

Where rights are genuinely violated, PCF will encourage affected persons and institutions to use the remedies available under the Constitution, applicable laws, competent authorities and the judicial system.

Our approach shall remain:

REPORT → VERIFY → DOCUMENT → LEGAL REVIEW → COMPETENT AUTHORITY → DUE PROCESS → JUSTICE

And our national commitment remains:

«“UNITED IN CHRISTIAN SERVICE — COMMITTED TO THE CONSTITUTION — DEDICATED TO JUSTICE, PEACE AND HUMAN DIGNITY.”»
